Securing Peace in Palestine

POLITICAL AGENDA

Confirmation of the Peace Process

The current peace process has proven to be ineffective. We will radically reform the peace process, to be mutually beneficial and agreed by both Israel and Palestine.

We will put in place measures to ensure both nations: Israelis and Palestinian can live together peacefully.

Before the peace reform is in-place, to ensure that Israel must abide by the current ‘Oslo Agreement’.

The Israeli government to put an end to the building of new settlements on the Palestinian land and stop the destruction of Palestinian homes.

Israeli occupation has to end and Israel has to return to the original borders as defined in 1967.

Ensure that Israel recognizes the validity of the UN adopted Resolution 194 which states that ‘the refugees wishing to return to their homes and live at peace with their neighbors should be permitted to do so at the earliest possible date. Compensation should be paid for the property of those choosing not to return.

Apartheid Wall – This wall does not follow the Green Line (the pre -1967 borders between Israel and Occupied Territories) but, cuts deep into Palestinian territory. Once completed it will effectively annex 40% of the West Bank, incorporating dozens of illegal settlements. This wall should be demolished and affected Palestinians compensated for their losses. As a result this will re-vitalize tourist trade, water supply and recreate desegregated communities.

End of water shortages by Israeli authorities as a result of collective punishments and unfair sharing of this essential resource. Put into place strategies that ensure that Palestinians have the authority to create new wells

State Recognition

Palestinians have the right to run their country without the interference or involvement from any other country.

Return of the Refugees

Palestinian refugees have the right to choose whether to return and live in Palestine or be re-imbursed in order to be re-located

Military

To form a Palestinian army that maintains order and peace. This army will have monopoly on the use of force that contributes to suppress the development of private armies within the state.

The Palestinian army will provide effective security on the borders and the crossover points.

Internal Security

Development of the police to provide security and law enforcement.

The introduction of a new form of identity documents.

Health Care

Reform the health care system, build new medical centers and import all the needed material to enhance the whole system to meet population and staff requirements

Make treatment free of charge in all the medical centers.

Education

Reform the current educational system. Funding schools and universities and ensuring that education is mandatory from 5-16 years.

Social Security

Create a social security system that helps improve the well-being of the Palestinian families by supporting them financially in case of becoming incapacitated/infirm or becoming unemployed.

The government to take care of the elderly by paying them a monthly pension.

Social Projects

Supply every Palestinian house with drinking water, electricity and sewage system.

The integration of youth in all economic and political aspects.

Build orphanages and elderly social centres.

Build social centres for people with disabilities.

Create spaces for recreation and sport such as playgrounds and youth social centres.

The establishment of clubs and associations for Palestinian women to fight analphabetism and allow them to have a professional education.

The restoration of ancient cities and historical sites.

The establishment of cooperatives that helps and regroups the artisan.

Economic Plans

The Palestinian government has to build an independent and strong economy so we will no longer depend completely on international humanitarian aid.

The water shortage affects the economy directly and has a negative impact on agricultural activity, this can be addressed by:

  • The desalination of sea water in Gaza strips.
  • Drilling of artesian water wells across the West Bank.

The government will regard tourism as an important and integral part of the economic development strategy. Tourism is expected to foster economic growth through foreign exchange earnings and an increase in the state revenue.

A project to develop Palestinian airlines and sea lines will be initiated in order to secure jobs and break the sense of isolation by citizens in the West Bank and Gaza.

A tax exemption for 5 years will be employed to encourage investors to invest in Palestine.

Civil Liberties

It is necessary to build a truly functioning democracy that guarantees freedom and respects human rights.

The Christian communities feel isolated as a result of the Israeli-Palestinian conflict. Issues that affect them must be addressed and we must restore the sovereignty and pride to the holy city: Bethlehem.

The government must facilitate the entry of Christian pilgrims to the holy land and provide them security, that the pilgrimage can take place in optimum conditions.

The protection of Palestinian women and children.

Palestinian women will have the right to be involved in the government and have equal rights in all aspect of society.

No discrimination against race, colour or religion.

Law

Reform the legal system and laws and in particular revise any two tier justice systems.

Environment

The civil administration neglected the sewage infrastructure for decades. The inappropriate disposing of sewage causes pollution in Gaza of the sea water and in the West Bank of the ground water .The government has to intervene in emergency to prevent an environmental disaster by installing sewage treatment stations.

Please note that these plans and ideas are a part of a long term plan for Palestine. Specific & more detailed plans are to follow
